The system is required to be accessible via Microsoft and Apple computers (to edit content using the Content Management System), MODNET terminals (used by MDP staff to view the website) and the Internet (for members of the public). The website will need to be mobile-optimised and accessible on all commonly expected devices, operating systems and web browsers so that interested parties and potential recruits can access it effectively from mobile phone, tablet, laptop or desktop devices and operating systems A trial version of the new website must be made available eight weeks after contract signature to allow MDP personnel (including Corp Comms) to test the system and ensure it meets the requirements. As a 'Software as a Service', the cost of the solution package is expected to include: • Website hosting, including provision of required expected bandwidth • Content Management System software solution, e.g. WordPress • Design, development and build of the website to our specifications (but within the confines of the supplied software solution) • Ability to back-up and restore website • Any required licensing, including but not limited to third party licenses Delivery and standards must comply with the G-Cloud framework and any other applicable enforceable documents, including supplier terms and conditions. Hosting platform - The hosting environment will include technical support and disaster recovery. Before the website goes live it will need to be accredited by DAIS using the Defence Assurance Risk Tool (DART), undergo security testing (i.e. vulnerability scanning) and will be SSL certified in line with required MOD security standards. An initial risk assessment has been undertaken using the Supplier Cyber Protection Service. User testing - In order to meet GDS standards, user testing must be incorporated in the development phase. It is expected that this would be carried out informally, organised by MDP/MOD but, with access to the test site and findings/recommendations to be addressed by the selected development team. Training - An initial training package must also be provided to ensure that Corp Comms staff are provided with appropriate training prior to the 'go live' date. The intention would then be for future cascade training to be delivered internally. If a requirement for future external training is identified this would be subject to a separate request.

The Ministry of Defence (MOD) relies on a diverse and often legacy set of physical security technologies-including access control systems, CCTV, intrusion detection, and perimeter security solutions-to protect personnel, infrastructure, and sensitive assets across a wide and geographically dispersed estate. The current technology landscape is fragmented, with a variety of systems installed over time without consistent standards, interoperability, or integration. This fragmentation creates several critical issues: • Limited interoperability and integration: Existing systems typically operate in isolation, preventing real-time data sharing and a unified operational view of security across sites. This reduces situational awareness and slows decision-making during incidents. • Reliance on legacy infrastructure: Many systems are outdated, difficult to maintain or upgrade, increasing operational risk and lifecycle costs while reducing resilience against evolving threats. • Inconsistent capability across the estate: Variation in technology deployment results in uneven levels of protection • Inefficient use of personnel: Limited automation and integration places significant reliance on workforce-intensive processes, reducing efficiency and increasing the burden on already stretched security personnel. • Data underutilisation: Security data is collected but not effectively aggregated or analysed, limiting the MOD's ability to derive insights, predict threats, and optimise resource allocation. As threats become more complex, hybrid, and technologically advanced, the current physical security technology solution is not adequately positioned to deliver a coherent, scalable, and future-ready defence posture. We need an intelligent, standardised approach to deliver site specific, scalable, threat driven security system that enables national situational awareness, interoperability, resilience and efficiency across the MOD estate. The Authority is seeking market insight to help shape future requirements, delivery models and commercial strategy for a more coherent, integrated, technology-enabled and threat-led security capability. The division of proceeds from the sale is decided at the outset and forms part of the tender evaluation process. All taskings are made through DRDT's Disposition Management System for which all contractors receive training in its use. Characteristics of Demand There is also a significant amount of waste to be removed and disposed of in an environmentally friendly manner, and it must be in accordance with local environmental regulations. The disposal of waste from the Falkland Islands also makes up a large portion of this contract with all waste matter having to be removed from the islands. Where equipment or waste products are disposed of, an estimate of cost is presented by the contractor and on completion an invoice is placed through and paid by the MOD using the Contract Procurement & Finance (CP&F) system. Contractors are registered through Exostar to enable usage of CP&F. There is a requirement for the occasional, disposal of waste oil under this contract from various overseas locations. Such disposal requirements can be at short notice due to the unpredictable nature of overseas operations.   • Marketing, Sale and Disposal of Scrap Metal This shall be in the form of a four-year Framework Agreement with potential to extend by a further four years. The Contractor shall be responsible for the effective marketing, sale, and disposal of all scrap metal and associated materials arising from Authority tasking. 1. Marketing and Sale The Contractor shall: • Actively market recovered scrap materials to maximise commercial value. • Utilise established industry channels, buyers, and processors to achieve competitive market rates. • Ensure all sales are conducted in a transparent and auditable manner. The financial return from scrap metal sales shall be managed on a gainshare basis, with values benchmarked against recognised industry indices (e.g. letsrecycle.com ). Detailed gainshare arrangements will be defined at tender stage. The Contractor shall demonstrate a clear pricing and sales methodology that maximises value to the Authority while ensuring full transparency of market pricing mechanisms. 2. Disposal and Recycling The Contractor shall: • Ensure all scrap materials are recycled, reused, or disposed of in accordance with applicable legislation and environmental best practice. • Segregate materials (e.g. ferrous, non-ferrous, WEEE, batteries*) to optimise recovery value and compliance. • Provide appropriate approved treatment routes for hazardous and non-hazardous waste streams. 3. Secure and Controlled Disposal Where assets are classified, sensitive, or subject to special controls (including ASSC, ITAR, or ACTO), the Contractor shall: • Manage disposal strictly in accordance with NPSA and NCSC guidance. • Provide secure destruction methods (e.g. shredding, fragmentation, granulation). • Facilitate Authority oversight, including: o Witnessing of destruction by MOD personnel where required o Controlled access to destruction areas • Issue destruction certificates and, where requested, photographic evidence. All designated ASSC materials shall be handled only by the prime Contractor. 4. Documentation and Reporting The Contractor shall maintain full records of: • Quantities and categories of material collected and processed • Sale values achieved and supporting price benchmarks • Disposal routes and compliance documentation • Certification for destruction and recycling These records shall be made available to the Authority on request to ensure auditability and value assurance. The Contractor shall demonstrate a clear pricing and sales methodology that maximises value to the Authority while ensuring full transparency of market pricing mechanisms.
