- Marketing, Sale and Disposal of Scrap Metal This shall be in the form of a four-year Framework Agreement with potential to extend by a further four years.
- Contractor shall be responsible for the effective marketing, sale, and disposal of all scrap metal and associated materials arising from Authority tasking. 1.
- Marketing and Sale The Contractor shall: • Actively market recovered scrap materials to maximise commercial value. • Utilise established industry channels, buyers, and processors to achieve competitive market rates. • Ensure all sales are conducted in a transparent and auditable manner.
- financial return from scrap metal sales shall be managed on a gainshare basis, with values benchmarked against recognised industry indices (e.g. letsrecycle.com ).
Detailed gainshare arrangements will be defined at tender stage.
- Contractor shall demonstrate a clear pricing and sales methodology that maximises value to the Authority while ensuring full transparency of market pricing mechanisms. 2.
- Disposal and Recycling The Contractor shall: • Ensure all scrap materials are recycled, reused, or disposed of in accordance with applicable legislation and environmental best practice. • Segregate materials (e.g. ferrous, non-ferrous, WEEE, batteries*) to optimise recovery value and compliance. • Provide appropriate approved treatment routes for hazardous and non-hazardous waste streams. 3.
- Secure and Controlled Disposal Where assets are classified, sensitive, or subject to special controls (including ASSC, ITAR, or ACTO), the Contractor shall: • Manage disposal strictly in accordance with NPSA and NCSC guidance. • Provide secure destruction methods (e.g. shredding, fragmentation, granulation). • Facilitate Authority oversight, including: o Witnessing of destruction by MOD personnel where required o Controlled access to destruction areas • Issue destruction certificates and, where requested, photographic evidence.
- All designated ASSC materials shall be handled only by the prime Contractor. 4.
- Documentation and Reporting The Contractor shall maintain full records of: • Quantities and categories of material collected and processed • Sale values achieved and supporting price benchmarks • Disposal routes and compliance documentation • Certification for destruction and recycling These records shall be made available to the Authority on request to ensure auditability and value assurance.

Articles to be scrapped, recycled or sold for scrap under this contract may include but not be limited to the following: EXAMPLES Metal - Ferrous, Non-ferrous or mixed, including precious metals. Accommodation / Office Stores, Metal filing cabinets, Gym equipment, Metal Office/Dinning chairs. Portable Infrastructure - Generator, Engineering equipment, Pump, Electrical panel & Cabling, ISO containers.
Vehicles and Vehicle Spares - All types of Military and Civilian vehicles as used by the MOD. Tooling - Lathes, Milling machine, Welder, Hand tool, Metal Benches. Communications Equipment - Communications server cabinets.
Ground and General Support Equipment and Spares - Aircraft steps, Trollies, Power supply equipment. Munitions and Ammunition Boxes - Inert / Training, with appropriate Free From Explosive (FFE) Certificates. Weapon cartridge cases - Spent brass cartridge cases with appropriate Free From Explosive (FFE) Certificates.
Cables - Electrical and Metal cabling, Metal tow ropes. Electrical (WEEE) - Fridges, Freezers, Coolers and other Kitchen electrical equipment which have been degassed and CFC free. Small Arms - Rifles, Pistols, Knives, Swords, Axes, Machetes etc. for certified demil/destruction.
Tri Services Special Control / Classified Assets Assets Subject to Special Control (ASSC) including Subject to International Traffic in Arms Regulations (ITAR) or Attractive to Criminals and Terrorist Organisations (ACTO). EXAMPLES Installation Tanks - Water or Fuel tanks Aircraft & Helicopter's Hulls - Assets deemed as end of life or BER, including spares or component parts.
Vehicles - End of life or BER, Heavy Plant Machinery, Tank track Cranes - Dockside Cranes and Gantries Supply Chain - End of life Jerry Cans, Ammo Boxes Rail - Track, End of life or BER, Locomotives and Rollingstock.
Green Fleet - End of life or BER, Vehicle Hulls, ISO Containers Lain materials - Exhaust Stacks, Piping Tri Services Special Control / Classified Assets Assets Subject to Special Control (ASSC) including Subject to International Traffic in Arms Regulations (ITAR) or Attractive to Criminals and Terrorist Organisations (ACTO). * The batteries included for disposal and recycling will include but not be limited to Mixed Portable Batteries - Domestic or Household, Thermal Lithium, Lead Acid Batteries, Silver Chloride, Alkaline, Nickel Cadmium (NiCad) and electric vehicle batteries.
