The value is based on ELWA's estimate at the date of publication of the Tender Notice and the draft procurement documents and includes extension of the contract for two years following expiry of the initial three-year and three-month service delivery term. The estimated value also includes any services which may be required during the initial three-year and three-month service delivery period. As a Waste Disposal Authority (WDA) DCC is responsible for the disposal of waste that the District Councils of Devon collect, known as Local Authority Collected Waste (LACW). DCC works in partnership with all 8 District Councils in Devon as well as the unitary authority of Torbay. The partnership, known as DASWC (The Devon Authorities Strategic Waste Committee), consists of representatives at both officer and councillor level from all Devon District Councils and Torbay Council. The role of the committee is to promote recycling across the county, and to fund small projects by the pooling of funding. It also co-ordinates joint county wide contracts for paper, glass and textiles and thereby allowing each authority to achieve a better deal through economy of scale. Norse Environmental Waste Services (NEWS) a joint venture company between Norse Commercial Services and the seven Borough, City and District Councils of Norfolk, intends to run a competitive tendering exercise to appoint one or more companies to provide for the collection and treatment of Street Sweepings Waste (to include collection, receipt, handling, treatment, recycling and/or disposal of Street Sweeping Waste). As part of wider plans from the West Country Water and Environment Group (WCWE), two projects are in early planning and development, namely the Poole Water Recycling and Transfer Project, and Cheddar 2 Reservoir and Transfer. This Preliminary Market Engagement Notice refers only to the Poole Water Recycling and Transfer Project, led by Wessex Water, however a separate Preliminary Market Engagement Notice has been concurrently issued by South West Water for the Cheddar 2 Reservoir Project. A Planned Procurement Notice reference 2025/S 000-037909 https://www.find-tender.service.gov.uk/Notice/037909-2025?origin=SearchResults&p=1 has previously been published in relation to this Project. It is Wessex Water's intent to procure a Competitively Appointed Provider (CAP) to design, build, finance, operate and maintain a new Poole Water Recycling and Transfer centre under the Direct Procurement for Customers (DPC) model. Please note that this Notice is not a call for competition. At this stage the Project scope comprises a new 30 Ml/d Water Recycling Centre at Corfe Mullen, together with ancillary associated works including transfer from the existing Poole Water Recycling Centre to the new Water Recycling Centre at Corfe Mullen, creation of new wetlands, and discharge pipelines. The estimated capital value of the work is c.£287m. A launch event was held on Tuesday 9th September 2025, followed in October 2025 by bilateral discussions with interested parties from the target market. Wessex Water invites interested parties via this Notice to participate in further Market Engagement activities, as part of a planned ongoing programme of market engagement for the Poole Water Recycling and Transfer Project. Please note: THIS IS NOT A CALL FOR COMPETITION Background Under recent changes to planning legislation, Worcestershire County Council (WCC) has a responsibility to prepare a Minerals and Waste Plan. We are currently considering how to prioritise the use of internal and external resources to achieve challenging timescales for plan preparation and we may seek to procure professional services to support this. Existing plans The Waste Core Strategy was adopted in 2012 and is likely to need a comprehensive update. Officers have started work on the evidence base and WCC consulted on an early draft of the Waste Needs Assessment in Spring 2026 to inform this process. The extant Waste Core Strategy does not contain site allocations. The Minerals Local Plan was adopted in July 2022. Officers anticipate that much of the strategic direction may remain, however changes will be required to reflect any changes in national and local policy since the plan was adopted. The extant Minerals Local Plan designated “areas of search” but no “specific site” or “preferred area” allocations. Commencing plan preparation under the new system Due to the different ages of the Waste Core Strategy and Minerals Local Plan, different dates apply by which a “notice of intention to commence minerals and waste plan document preparation” under Regulation 44 must be given, and by which Gateway 1 “self-assessment of readiness for minerals and waste plan document preparation” must be published under Regulation 46 to formally commence the 30-month plan preparation timescale: • For waste: o Notice of intention to commence must be given by 31st December 2026 at the latest, o Self-assessment summary (Gateway 1) published by 30th April 2027 at the latest. • For minerals: o Notice of intention to commence must be given by 14th March 2027 at the latest, o Self-assessment summary (Gateway 1) published by 14th July 2027 at the latest. WCC has not yet determined whether the first Minerals and Waste Plan under the 2026 plan-making regulations will be produced as: - a Minerals and Waste Plan as a single document; or - a Waste Plan Document (with a Minerals Plan Document to follow); or - a Minerals Plan Document (with a Waste Plan Document to follow); or - separate Minerals Plan and Waste Plan Documents produced concurrently. The choice of plan option is a political decision that will be made in due course. However, timescales under the new plan-making system mean that, whichever option is progressed, preparatory work, including procuring contracts for statutory assessments or other packages of work, is needed in advance. The requirement is for a facility within 7 miles of Lampeter within Ceredigion county boundary. The estimated contract value, if the Council chooses a 4 year term plus 2 years' extension would be within the range of £2,000,000 to £2,540,000 excluding VAT or within the range of £2,400,000 to £3,048,000 including VAT. The value is issued for guidance only and does not constitute a fixed budget or an indication of the expected contract price. Bidders are expected to submit a competitive bid based on market prices. The Council is engaging with potential operators to assist with defining options for delivery of future contracts.

Caerphilly County Borough Council is undertaking this preliminary market engagement exercise in accordance with section 16 of the Procurement Act 2023. The purpose of this engagement is to test market capability and appetite for the supply of narrow chassis, rear steer refuse collection vehicles (RCVs), and specifically to understand whether more than one supplier is capable of delivering vehicles that meet the Council’s operational requirements. The Council’s requirement includes a maximum chassis width of 2.25 meters and a 6x2 rear steer configuration due to local access constraints. The outcome of this engagement will inform the Council’s procurement strategy and route to market for a future contract, which may include (but is not limited to) a framework call‑off, open procedure, or competitive flexible procedure.

Buckinghamshire Council is looking to procure a provider to deliver Waste Collection and Street Cleansing Services across Buckinghamshire. These services are essential to the day‑to‑day operation of the county, supporting residents, businesses, and local communities. Across Buckinghamshire, an average of approximately 627,000 waste collections, serving 245,200 properties, are undertaken each week, highlighting the scale and criticality of the service. This project will seek to procure a suitably experienced provider capable of delivering consistent, high‑quality services across the county, while supporting operational efficiency, resilience, and value for money. The Services include: 1) Waste Collection Services for a wide range of categories and frequency. 2) Provision of Street Cleansing Services. 3) Waste Transfer Services. 4) Materials Management Services. 5) Workshop Services. 6) Operation and maintenance of Depot Sites solely for the purpose of the Services. 7) Transportation of all Contract Waste to Nominated Delivery Points. 8) Provision and management of a Management Information System (MIS) including monitoring and reporting of Service performance information at intervals specified in the Contract. 9) Timely and accurate monitoring and reporting of Performance Standard Failures and Performance Deductions in accordance with the Performance Management Framework. 10) Provision of all other Services in the Specification, including any Changes agreed during the Services Period, in accordance with the Contract. The Council intends to award all services under a single integrated contract, rather than splitting up services across lots. The Council is currently working up the delivery timeline for this opportunity, using the Competitive Flexible Procedure (CFP), as follows: • Initial Tenders – development time / submission = 18/09/26 – 15/01/27 • Negotiations covering Technical, Legal and Financial elements = 22/03/27 – 02/07/27 • Final tenders – development time / submission = 26/07/27 – 01/10/27 • Contract award and Contract completion - 01/08/28 – 30/09/28 • Contract mobilisation - 01/10/28 – 30/09/29 (for the North) and 01/11/29 – 06/09/30 (for the South) • Contract commencement = 01/10/29 (for the North) and 07/09/30 (for the South). The split nature of the contract mobilisation is due to existing Waste Collection and Street Cleansing services currently being delivered though an in-house arrangement in the north of the county and through and outsourced contract (until September 2030) in the south of the county. The Council is considering an initial period of nine years for the initial term of the Contract, with the ability to extend by a further eight years, and with the ability for the Council to exercise a limited 12-month extension at the end of the initial or extended contract period to allow for unforeseen circumstances. The proposed extended contract period is eight years.
