  • Following the Simpler Recycling announcement in October 2023, the council is developing a new food waste service for implementation in line with statutory requirements from 31 March 2026. The council anticipates that its weekly food waste collection service will service all 114,000 properties via a mix of kerbside collections requiring both an internal food waste caddy, and a communal type collection service where internal caddies will be required for all properties, along with a communal type of external container. The City of Wolverhampton Council anticipate the requirement to dispose of between 5000 and 10000 tonnes of food waste (residents who recycle their food waste are unlikely to be able to capture it all). Further compositional analysis work will be undertaken by the council in the coming months to confirm this. No food waste delivered and received by the Provider shall be directly for disposal other than by anaerobic digestion. Once collected or delivered, the contracts will ensure that the waste is disposed of, or recycled, in a manner that is compliant with current waste legislation and aims to increase the Council's recycling rate.

  • The purpose of this Preliminary Market Engagement (PME) is to seek input from potential Suppliers within the market, for the provision of management services for the Council's Energy from Waste (EfW) Plant, to establish the type of solution and functionality that is available and to support the Council in discharge of its statutory duty for the Treatment and Disposal of Waste under Section 51 of the Environmental Protection Act 1990 (EPA). The Plant is a purpose-built energy from waste facility that provides treatment for up to 118,000 tonnes of municipal waste (including third-party waste) per annum. The primarily function of the plant is to ensure the environmentally compliant incineration of all waste collected by the City of Wolverhampton Council from kerbside collections and house waste and recycling centres (HWRC's). In addition to waste disposal, the plant generates electricity, currently enough power equivalent of 16,000 homes. The plant also processes from commercial customers to maximise capacity and electricity generation.

  • The Council has a statutory obligation to manage and deliver waste disposal services for the residents and businesses of Wolverhampton by means of either kerbside collections or the use of the cities Household Waste and Recycling Centres (HWRCs). The City of Wolverhampton Council is seeking suitably qualified and experienced provider(s) to maintain environmental compliance and transparency in end destination disposal and recycling for general waste disposal. To support the council waste teams to deliver green waste, HWRC waste, skips and mixed loads of fly-tipping, directly to compliant providers and that licensed and compliant services are in place for the disposal or the collection of mattresses, persistent organic pollutants (soft furnishings) and hazardous wastes such as chemicals and gas cylinders. The service requirement is split into lots, each of which has a target commencement date of 1 November 2026.
