  • Northern Trains Limited (NTL) and TransPennine Express (TPE) intends to go to market for the procurement of Security Services across their respective estates. The proposed procurement seeks to procure a single supplier to deliver an integrated rail security service across the NTL and TPE networks, combining Travel Safe Officer (TSO), Station Security and Counter Terrorism Patrol (CTP) services. The overarching objective is to enhance the safety and security of customers and colleagues, reduce crime and anti-social behaviour, support compliance with railway and government security requirements, and provide a visible, customer focused security presence across stations and onboard services. The successful supplier will deliver a comprehensive security solution across a portfolio of managed stations and operational locations, providing proactive patrols, incident response, enforcement of Railway Byelaws, safeguarding support, and intelligence led security activity. The service will include dedicated Travel Safe Officers undertaking both station and train patrols, alongside specialist Counter Terrorism Patrol resources focused on protective security measures, threat deterrence and compliance with rail security obligations. A key requirement of the contract will be the ability to provide a flexible and responsive service model that can adapt to changing operational priorities across both operators. The supplier will be expected to support emerging security concerns, targeted interventions, seasonal demand changes, major incidents, rail disruption, special events and ad hoc operational requirements. In addition to frontline delivery, the supplier will provide all associated management, supervision, training, vehicles, uniforms, equipment, body-worn video, reporting systems and operational support required to deliver the service. The supplier will work collaboratively with NTL, TPE, the British Transport Police and other stakeholders to develop deployment plans and ensure security activities remain aligned to evolving risks and business needs throughout the contract term. Performance will be managed through a suite of key performance indicators covering operational delivery, resource availability, patrol completion, incident management, compliance, customer service and reporting. A strong emphasis will be placed on partnership working, continuous improvement, data-driven decision making and the ability to proactively identify and respond to emerging risks and opportunities for service enhancement. The procurement aims to establish a security partnership that delivers a safe, secure and welcoming environment for customers and colleagues while supporting the wider safety, security and customer experience objectives of both NTL and TPE.

  • Northern Trains Limited ("NTL") has completed a procurement process for the provision of Liquid Waste Removal and Drainage Services across its network. The procurement has established a single supplier Framework Agreement to support NTL's requirements for liquid waste management and drainage services across its train maintenance facilities. NTL undertakes train maintenance activities across a number of locations. At the time of award, services are required across 11 maintenance sites, although the number of locations covered by the Framework Agreement may increase or decrease during the term of the agreement. The awarded supplier will provide services including, but not limited to: - Removal of liquid waste from waste tanks containing fluids drained from trains, including coolant and oil; - Emptying and management of oil/water separators, including sludge, water and oil; - Septic tank emptying and waste management; - Drainage maintenance and associated services. The scope of the Framework Agreement also includes: - Drain jetting, drain clearance and CCTV surveys in accordance with NTL's lease obligations; - Maintaining drainage systems within TrainCare Centre ("TCC") maintenance areas to ensure they remain free from sediment, including sand, and support ongoing engineering operations; - Supporting NTL's environmental objectives, including the reduction of waste sent to landfill. The awarded supplier is responsible for assessing, classifying and managing waste in accordance with applicable waste and hazardous waste regulations, including: - Assignment of the appropriate European Waste Catalogue (EWC) code and waste description; - Identification and documentation of transportation hazards and associated control measures; - Provision of all information required to complete waste consignment notes and waste transfer documentation. For each waste collection, the supplier shall arrange laboratory analysis of samples through a UKAS-accredited laboratory. The results of the analysis shall be used to support the preparation of the relevant waste consignment documentation and must be provided to the relevant NTL site representative together with the completed consignment note prior to removal of the waste.

  • The Station Enhancement Project will deliver a programme of targeted improvements across 36 stations, with each site receiving a tailored package of works based on local conditions and passenger needs, aligned to the TRU Core Scope to maximise value for money and minimise customer disruption. The scope includes upgrades to platform facilities such as new and refurbished shelters, seating, cycle storage and water fountains, alongside wider refurbishment and maintenance works including painting, deep cleaning and minor accessibility improvements. Safety and compliance measures form a key element, with new markings, handrails, tactiles and anti-trespass features being introduced. In addition, the project will enhance passenger information and wayfinding through improved signage, poster cases, information screens, help points, PA systems and induction loops. Infrastructure and access will also be upgraded through resurfacing, car park improvements, better lighting, and enhanced CCTV coverage, collectively creating safer, more accessible and customer-friendly stations
