Tender brief

  • Northern Trains Limited ("NTL") has completed a procurement process for the provision of Liquid Waste Removal and Drainage Services across its network. The procurement has established a single supplier Framework Agreement to support NTL's requirements for liquid waste management and drainage services across its train maintenance facilities. NTL undertakes train maintenance activities across a number of locations. At the time of award, services are required across 11 maintenance sites, although the number of locations covered by the Framework Agreement may increase or decrease during the term of the agreement. The awarded supplier will provide services including, but not limited to:
  • Removal of liquid waste from waste tanks containing fluids drained from trains, including coolant and oil;
  • Emptying and management of oil/water separators, including sludge, water and oil;
  • Septic tank emptying and waste management;
  • Drainage maintenance and associated services. The scope of the Framework Agreement also includes:
  • Drain jetting, drain clearance and CCTV surveys in accordance with NTL's lease obligations;
  • Maintaining drainage systems within TrainCare Centre ("TCC") maintenance areas to ensure they remain free from sediment, including sand, and support ongoing engineering operations;
  • Supporting NTL's environmental objectives, including the reduction of waste sent to landfill. The awarded supplier is responsible for assessing, classifying and managing waste in accordance with applicable waste and hazardous waste regulations, including:
  • Assignment of the appropriate European Waste Catalogue (EWC) code and waste description;
  • Identification and documentation of transportation hazards and associated control measures;
  • Provision of all information required to complete waste consignment notes and waste transfer documentation. For each waste collection, the supplier shall arrange laboratory analysis of samples through a UKAS-accredited laboratory. The results of the analysis shall be used to support the preparation of the relevant waste consignment documentation and must be provided to the relevant NTL site representative together with the completed consignment note prior to removal of the waste.
