  • Short Description:Kent County Council is undertaking preliminary market engagement on Tuesday 25 August 10:00-11.30 and Friday 4 September 10:00-11.30, to inform the future development of its Home Safety and Security Installation Service. We are inviting organisations to attend an online market engagement event to help inform the future design and commissioning of the service. The online sessions will be facilitated by Kent County Council and will include a presentation on the proposed service requirements, opportunities for discussion through facilitated group conversations, and interactive feedback activities to gather provider views and market intelligence. This exercise is being conducted to: •understand current market delivery models for domestic abuse sanctuary-style provision, •gather insight on service design, delivery approaches, and capacity, and •help shape potential future commissioning arrangements. The Council is keen to engage with organisations that have experience of delivering property security and target hardening interventions within domestic settings. This includes providers with expertise in assessing, supplying, and installing security measures that help individuals remain safely in their own homes. We are particularly interested in organisations that can deliver services in a professional, discreet, and trauma-informed manner. Experience of working with victim-survivors, vulnerable residents, or households experiencing safeguarding concerns will be beneficial. Organisations from the domestic abuse, housing, community safety, safeguarding, and property security sectors are encouraged to participate. Providers with experience of partnership working across statutory and voluntary sector services, including housing, community safety, safeguarding, and domestic abuse agencies, will be well placed to contribute to discussions on future service delivery. The Council is inviting organisations to contribute to this engagement to help: •inform the development of the service model, •understand different approaches to delivering sanctuary-style services, •explore delivery options, including partnership models, •review eligibility criteria and referral pathways, and •assess market capacity and interest in delivering such a service. This engagement will support the Council in developing an appropriate procurement approach and ensuring a fair and competitive process. The contract(s) will require the processing of all metal arising from the 19 Household Waste Recycling Centres (HWRC) in Kent. The concessionaire must be able to meet the below requirements: - The capability and capacity to receive and process, at a minimum, the estimated annual tonnage of metal for each Lot they are bidding for. - Process both Ferrous and Non-Ferrous metals. The concessionaire will also be required to have in place: - A waste processing facility with appropriate permitting and planning permissions. - An electronic weighbridge for the weighing-in of material delivered to their facility to provide KCC with the appropriate management information (including weigh-loader transaction listings). - Policies and procedures that recovers materials in accordance with the waste hierarchy to maximise reuse and recycling and to avoid sending any waste to landfill. - Robust service contingency plan to ensure continuity of services in the event of plant failure, etc. The overall estimated volume for this contract is up to 7,000 tonnes per annum.   • Kent County Council is seeking to procure a concessions contract for the collection and processing of waste textiles and shoes from its network of 19 Household Waste Recycling Centres across Kent. The estimated annual tonnage is approximately 1,266 tonnes. A new contract is required to commence in December 2026 to ensure continuity of service. Kent County Council takes ownership of all material in order to meet its statutory obligations as the Waste Disposal Authority. The proposed contract term is three years with the option to extend for up to a further two years.   • Kent County Council referred to as ‘the Authority’ is seeking early engagement with the waste sector to support the development of a commissioning and procurement strategy for a future waste transfer service located within the Folkestone and Hythe district area. This opportunity represents a key component of KCC’s long-term waste management strategy and is expected to form a critical part of service delivery across the district. Early engagement will directly influence the design, structure and potential scale of the future procurement activity. The Authority currently operates a network of Transfer Stations across Kent. These facilities accept and bulk waste from district and borough collection authorities. The Authority also contracts with mercantile operators to supplement the operation of its network. As such, the Authority requires a new transfer service contract to commence no later than January 2028. The facility will need to be located within the Folkestone and Hythe district boundary to enable fully laden refuse collection vehicles to complete collection rounds efficiently and tip waste without delay. The site should be easily accessible via both the primary and secondary road network and be designed to support a safe and efficient waste management operation for the Authority’s vehicles. The required services are expected to include the management of approximately 40,000 tonnes of kerbside and HWRC derived waste per annum, specifically: a)Receipt and bulking of waste This includes the acceptance and on site management of waste streams delivered by the Waste Collection Authority and the Household Waste Recycling Centres. Waste will need to be placed into segregated bays, managed for contamination and prepared in bulk for onward movement. b)Haulage of waste to final disposal outlets Each type of waste stream will need to be transported to designated disposal or treatment facilities. These outlets will be specified by the Authority and may vary depending on the material type and location. Core waste streams in scope are: Domestic, Bulky, Co-Mingled DMR, Fly Tipping, Food, Garden, Clinical, HMA, Paper & Card and Street Litter Arisings, and ad hoc HWRC waste streams as required. The Authority may consider dividing these services into separate lots where appropriate. This will be subject to factors such as facility design, environmental permitting arrangements and planning considerations. The Authority recognises that new facility development may require planning and environmental permitting and is seeking market feedback on deliverability and timelines where relevant. Responses to the questionnaire will inform the Authority’s commissioning and procurement strategy for these services.   • The Kent County Council (KCC) wishes to engage with suppliers regarding the provision of waste engine oil collection, disposal, recovery and recycling services for materials deposited by residents at Household Waste Recycling Centres (HWRCs) across the County. Waste engine oil is currently deposited by the public at HWRCs and stored in designated containers pending collection. The Provider shall deliver a fully managed service for the collection, handling, transportation, treatment, recovery and recycling of waste engine oil and associated hydrocarbon liquids generated at Household Waste Recycling Centres. This service will include the compliant collection and transport of materials in accordance with all relevant legislation, and their treatment in line with the waste hierarchy. The scope also covers the de-sludging, cleaning, inspection and maintenance of oil storage infrastructure, as well as the removal of oil containers and receptacles left by residents. Waste streams to be managed include, but are not limited to, used engine oils from petrol and diesel vehicles, lubricating, gear, and hydraulic oils where deposited, contaminated oil mixtures from household sources, and oil residues such as sludges and tank bottoms arising from storage containers. Based on historic data, the Authority estimates annual wate engine oil arisings in the region of 220,000 litres or circa. 200 tonnes per annum across all HWRCs.
