he Birmingham Safeguarding Children Partnership (BSCP) is seeking to commission a comprehensive programme of multi-agency safeguarding training for professionals and volunteers working with children and families across Birmingham. This procurement will support BSCP's statutory duty to ensure that organisations collaborate effectively to safeguard and promote the welfare of children. BSCP is the statutory safeguarding partnership for Birmingham, comprising Birmingham City Council, Birmingham & Solihull Integrated Care Board, West Midlands Police and Birmingham Children's Trust as it's main partners. The Partnership sets local safeguarding priorities, coordinates multi-agency arrangements, and ensures learning from audits, reviews, and national guidance is embedded in practice. High-quality training is a critical component of this work, enabling practitioners to maintain and develop the skills required to protect children and young people. The successful provider will deliver/manage a range of training courses and webinars designed to meet the diverse needs of the safeguarding workforce. The programme will include over 50 courses and webinars a year. The provider will be able to proactively source trainers with relevant skills and experience to deliver training in a ever changing environment. Training must: Reflect current legislation, statutory guidance, and local priorities. Incorporate learning from Serious Case Reviews, audits, and thematic reports. Promote multi-agency collaboration, professional curiosity, and effective challenge. Be accessible to a wide audience, including statutory agencies, voluntary sector organisations, and faith groups. Core Training Themes Child Protection Fundamentals: Roles, responsibilities, and thresholds. Specialist Safeguarding Topics: Child exploitation (criminal and sexual). Domestic abuse, coercive control, and perpetrator-focused approaches. Safeguarding disabled children and cultural competence. Female Genital Mutilation (FGM) awareness. Emerging Priorities: Mental health awareness for community and faith organisations. Online safety and radicalisation prevention. Adverse Childhood Experiences (ACEs) and trauma-informed practice. Practice Development: Professional curiosity and escalation. Strengthening Families Framework. Learning from local and national reviews. Delivery Model Format: A mix of virtual and face-to-face sessions. Approach: Interactive, discussion-based learning with practical application. Evaluation: The Provider must implement robust feedback mechanisms and report attendance and impact data. Objectives This procurement aims to: Strengthen safeguarding practice across Birmingham. Ensure consistent, high-quality learning opportunities for all agencies. Embed a culture of continuous improvement and shared responsibility for child protection.

The existing platform supports operational processes including customer account management, round and route management, contract management, operational worksheets, driver tablet integration, reporting, and integration with Oracle (Brindley) for invoicing. This Preliminary Market Engagement is being conducted to gather information from suppliers regarding available solutions, capabilities, indicative delivery approaches, and commercial models that could support the future delivery of Trade Waste services. The Council requires a supplier for the provision of creative services in support of a marketing campaign that aims to promote the launch date for Birmingham's Clean Air Zone. This contract will be for a period of up to 6 months commencing February. Birmingham is on a journey to cleaner air with a programme of works funded by Central Government- beginning with the Clean Air Zone (CAZ). In June 2021, Birmingham will be one of the first cities in England to introduce a charging Clean Air Zone. Following its introduction the owners of the most polluting vehicles will be charged to enter certain parts of the city. The introduction of the Clean Air Zone will help improve air quality in the city by encouraging people to adopt more sustainable and environmentally friendly modes of transport. Birmingham City Council requires an agency to provide support to its in-house Corporate Communications team in the development of a multi-channel campaign strategy and the creation and delivery of content and assets, which align with existing campaign brand guidelines, for its Clean Air Zone campaign. The Council is planning a significant multi-channel campaign (get ready) to promote the launch date for Birmingham's Clean Air Zone. This campaign is intended to reach a number of diverse of audiences in Birmingham and neighbouring authorities. This campaign has two clear objectives: 1) To promote the date of launch of CAZ commencing 1st June 2021, so that people driving into the CAZ are aware of when it comes into force and to check whether or not they will need to pay the daily charge. 2) To highlight the various support schemes in place (such as exemption permits and financial incentives) to key groups of people. The high level campaign delivery strategy is split into two parts. A 'reminder' of the launch date at six months prior to go live, to go (i.e. go live being 1st June 2021). A 'countdown' to the launch would then start at 100 days to go (or three months). Delivery will, predominantly, be digital (such as social media, targeted online advertising etc.) , but due to the breadth of audiences will need to encompass offline channels including print (such as unique printed marketing materials such as leaflets, booklets, freebie collateral) and direct mail. Birmingham City Council (BCC) is inviting expressions of interest to support commissioners in developing a clearer understanding of the provider landscape. We are undertaking a soft market testing exercise to explore options for the potential procurement, redesign, and expansion of a Flexible Contracting Agreement (FCA) to deliver tuition services for children and young people. This exercise is purely exploratory and is intended to support Birmingham City Council in assessing the feasibility, scope, and approach for any future procurement. Participation is voluntary and will not influence your eligibility to participate in any subsequent procurement process. Tuition services are needed for children and young people who are in care, known to social workers, medically unfit to attend school, children without alternative provision and children with an Education Health Care Plan supported by the Home Bridging Team without a formal education placement. The cohort of children and young people are: • Children in care temporarily between a school/college place • Children in care who need to re-sit GCSE exams in November of Year 12 to secure their course entry at KS5 • Children in care newly arrived in the country and Unaccompanied Asylum Seekers while seeking a school or college place • Children and young people who are too unwell to attend school due to medical needs In addition to the cohorts outlined above, a new Birmingham Tuition FCA will also seek to include the following groups • Children unable to access suitable alternative provision or 6th day provision • Children with an Education Health Care Plan (EHCP) supported by the Home Bridging Team without a formal education placement Closing date for completion of the MS Form Questionnaire is 5pm, 28 June 2026
