Best FM tender databases UK (2026 review)

FM-vertical platforms with buyer + award + spend intelligence on top of the alerts.

compliance · 27 April 2026 · 11 min read · by CleanTender Editorial

If you're an FM supplier — cleaning, security, grounds, maintenance, or all four bundled — a generalist tender alert platform is the wrong fit. You need filtering at ingestion that knows what "soft FM" means and which CPV codes catch the work you actually deliver.

This is the head-to-head review of every paid UK platform that explicitly serves the FM market, plus the buyer-side eSourcing platforms FM suppliers also need to know about. Honest pricing tier descriptions, real differentiators, and where each one earns or doesn't earn the subscription fee.

  • TenderLedger is FM-native: live cleaning, security, maintenance, and estates feeds with buyer + award intelligence and pipeline views.
  • Complete Tenders runs an FM tender directory with hourly updates plus a paid bid-services arm that handles the writing.
  • Tracker Intelligence is enterprise-tier procurement intelligence with spend analytics and central-government pipeline. Built for large bid teams.
  • Delta eSourcing and Bravo Solution are buyer-side eSourcing platforms FM suppliers register on to receive specific tender packs — not paid alert services.
  • Generalist aggregators (Supply2Gov, Tenders Direct) carry FM notices but mix them in with every sector. Filter setup is on you.
  • CleanTender is FM-vertical with the qualification scan and unlimited Selection Questionnaire drafts bundled in. £99/mo.

What an FM tender database actually has to do

Three jobs separate a real FM platform from a generalist aggregator with cleaning notices in the mix.

  1. Filter at ingestion. CPV codes for cleaning (90910–90924), security (79710 family), grounds (77310 family), maintenance, and soft FM bundles (79993). The platform should pull notices in those codes by default, not require you to configure it.
  2. Surface buyer intelligence beyond the live notice. Who currently holds the contract, when it expires, what the buyer paid the incumbent. This is what justifies the price premium over the free portals.
  3. Cover all four UK nations. Contracts Finder is England-only. An FM platform should aggregate Contracts Finder, Find a Tender Service, Public Contracts Scotland, Sell2Wales, and eTendersNI in a single feed.

Ask any paid platform on a sales call: "How many active cleaning contracts in [your council list] expire in the next 12 months?" If they can answer with a number, they have real expiry intelligence. If not, they're an alert service in disguise.

Pro tip

TenderLedger

Homepage of TenderLedger FM-focused tender platform (captured April 2026).

tenderledger.co.uk. Newer UK platform with an FM focus. The live FM tenders feed pulls from Find a Tender and Contracts Finder, but on top of alerts it provides buyer and award intelligence, pipeline views, and "who wins what" data so FM suppliers can prioritise bids and track competitor wins.

Strongest fit on positioning for cleaning, security, and grounds suppliers. The award intelligence is genuinely useful: knowing your competitor won the previous council contract and what they were paid is the data that lets you price the re-tender accurately. Pricing is SaaS subscription tier.

Complete Tenders

Homepage of Complete Tenders FM-focused tender directory (captured April 2026).

completetenders.com. UK tender directory with a dedicated Facilities Management feed (soft FM, cleaning, security, maintenance). Hourly updates. Same brand sells done-for-you bid management and writing on the services side, so the platform is one half of a wider workflow.

Hourly update cadence is the headline differentiator if your bid pipeline is time-sensitive. The dual platform-and-services model means you can theoretically pay one provider for both the alerts and the bid writing, though that locks you into a single supplier for two layers most contractors split.

Tracker Intelligence

Homepage of Tracker Intelligence procurement-intelligence platform (captured April 2026).

trackerintelligence.com. Higher-end public-sector procurement intelligence platform. Combines live tenders, frameworks, award data, spend analytics, and buyer insights in one tool. Markets itself on publishing more central-government opportunities and award data than any other UK service.

Built for large bid teams running pipelines of 50+ active opportunities at any time. The early pipeline visibility, re-tender alerts, and spend analytics earn their fee at that scale, and the pricing reflects the audience. Enterprise SaaS.

For an FM SME with 4 to 12 bids a year, Tracker is overkill. The features only earn their fee at higher bid volumes than most FM contractors run. Worth knowing as the enterprise reference point but not the right tool for a small or mid-sized cleaning + FM business.

Buyer-side eSourcing platforms

Delta eSourcing and Bravo Solution are different from the alert services above. They're eSourcing platforms used by public buyers to issue tender packs to specific suppliers and run the bid response process. Suppliers register for free; the platform earns its money from the buyer side.

FM suppliers need to register on these because if a buyer chooses Delta or Bravo as their procurement platform of record, you have to be on it to download the tender pack and submit a bid. Registration is free and takes about 15 minutes per platform. Treat them as access infrastructure, not as alert services you'd pay for instead of the platforms above.

Where CleanTender fits

CleanTender pulls UK cleaning + FM tenders directly from the official OCDS feed at contractsfinder.service.gov.uk. CPV-filtered at ingestion (90910 through 90924 cleaning family plus 79993 soft FM). Cleaning sector live today; security, grounds, and waste planned.

The CleanTender profile in full

Where CleanTender extends beyond a feed: every contract is read against a stored 30+ field company profile, set up once. The fields the evaluator reads against on every scan and every bid draft:

  • Company basics: trading name, annual turnover (most public buyers want at least 2× contract value), years trading, operative count.
  • Insurance cover: actual public liability and employer's liability £ figures. £5m PL is the typical floor; statutory employer's liability minimum is £5m.
  • Quality standards: ISO 9001, ISO 14001, ISO 45001, BICSc, plus all four SSIP schemes (CHAS, SafeContractor, Constructionline, SMAS) and COSHH compliance.
  • Vetting and policies: DBS, TUPE experience, Modern Slavery Act, Equal Opportunities, Social Value with National TOMs alignment (10–20% bid scoring weight under PPN 002), environmental / green cleaning, KPI framework, business continuity.
  • Sector experience: schools, NHS, councils, housing associations, food and BRC, universities, leisure centres, offices, public conveniences. Tick what you actually deliver. The evaluator boosts qualification scores on sector-relevant tenders.
  • Regions covered: 12 UK regions. Buyers value local mobilisation; the score reflects whether you actually cover the contract's region.
  • Free-text company description: anything the structured fields don't capture — flagship clients, niche service lines, specialist equipment.

Why this depth matters for FM specifically: every FM tender pack tests against a similar core compliance set (BICSc training for cleaning, SIA licensing for security, RHS / BALI for grounds, COSHH and TUPE across the board). With the profile filled in, the qualification scan compares the contract against your real position rather than guessing. Drafts read from the same profile, so the SQ output reflects what you actually have, not what an aspirational AI tool generates.

Approximate UK pricing for an FM SME running 6 to 12 bids a year.

The FM SME's lean stack runs under £1,600 a year before any contract is won. A typical setup with mid-tier Constructionline plus a generalist aggregator plus a bid writer at six submissions a year sits between £4,000 and £14,000.

Verdict + what to do this quarter

  1. Register on the free portals (Contracts Finder, Find a Tender, Public Contracts Scotland, Sell2Wales, eTendersNI) plus the buyer-side eSourcing platforms (Delta, Bravo) you'll need to download tender packs from.
  2. If you specifically need contract-expiry intelligence and award data, TenderLedger is the closest FM-vertical fit. If you don't need it, free portals + CleanTender is cheaper.
  3. Skip Tracker Intelligence unless you've already got a dedicated bid manager running 50+ opportunities. The features earn their fee at that scale, not below it.
  4. Pair whatever discovery layer you pick with one SSIP accreditation (CHAS Standard or SMAS Worksafe at the SME tier) plus CleanTender for the qualification + drafting layer.

FAQs

Frequently asked questions

What's the best FM tender database for a UK cleaning + FM SME?
TenderLedger for the FM-vertical specialism with buyer + award intelligence on top of alerts. Below TenderLedger, the free portals (Contracts Finder, Find a Tender, devolved sites) cover every legally-required notice at zero cost. Tracker Intelligence is enterprise-tier and overkill for SMEs running fewer than 50 active opportunities. CleanTender bundles a cleaning + FM feed with qualification scoring and unlimited drafts at £99/mo.
Is TenderLedger better than Tracker Intelligence?
Different audiences. TenderLedger is FM-vertical, priced at SaaS-subscription tier, built for cleaning + FM suppliers running 4 to 20 bids a year. Tracker Intelligence is enterprise-tier procurement intelligence with spend analytics and central-government pipeline visibility, priced for large bid teams running 50+ active opportunities. For an FM SME, TenderLedger is the closer fit; for a national FM operator with a dedicated bid team, Tracker earns its fee.
Do I need to register on Delta eSourcing as an FM supplier?
Yes, if any of your target buyers use Delta as their procurement platform of record. Delta eSourcing is buyer-side: public buyers issue tender packs through it and run the bid response process via the platform. Suppliers register for free (about 15 minutes) so they can download tender packs and submit bids. Bravo Solution is the same shape. Treat both as access infrastructure, not as alert services.
Can a small FM contractor afford an FM tender database?
TenderLedger and Complete Tenders are SaaS-subscription tier, priced at low-thousands-of-pounds annually. Affordable for an FM SME running 6+ bids a year if the buyer + award intelligence saves you bidding work that wasn't winnable. Tracker Intelligence sits at enterprise pricing and is overkill below 50+ active opportunities. CleanTender at £99/mo is the cheapest FM-vertical option that bundles the feed with qualification + drafting.
What CPV codes cover the FM sector for tender alerts?
Cleaning: 90910, 90911, 90919, 90921, 90923, 90924. Security: 79710 family. Grounds: 77310 and 77314. Soft FM bundles: 79993. Maintenance and hard FM: varies by sub-sector. Set up saved-search filters on every free portal you use with the CPV codes for the sectors you actually deliver, plus title-keyword fallbacks for sector-specific terms.
How is CleanTender different from a generalist FM tender database?
Three differences. First, CleanTender filters cleaning + FM at ingestion using CPV codes 90910 through 90924 plus 79993, so the directory is sector-pure by default. Second, every contract is read against a stored 30+ field company profile (insurance, SSIP, ISO, sector experience, regions) so the qualification score reflects your real position. Third, CleanTender bundles unlimited Selection Questionnaire drafts with the feed at £99/mo — generalist FM databases sell alerts only and leave you paying separately for bid writing.
