  • The successful Supplier will be required to provide cleaning services for St Catherine’s CofE Primary School. The annual contract value is approximately £78,000. The initial contract term will be three years, commencing on 1 December 2026 and concluding on 30 November 2029. The contract will operate on a guaranteed performance basis, with the successful Supplier providing a fixed annual contract price. There will be an option to extend the contract for a further period of up to three years by mutual agreement. St Catherine's CofE (VC) Primary School is located in Kidderminster, Worcestershire. It is a Church of England voluntary controlled primary school for pupils aged 4–11, with approximately 414 pupils currently on roll, a capacity of 420 pupils, and is supported by a dedicated team of teaching and support staff. St. Catherine’s is truly a special school. They nurture every aspect of child development, promoting high academic standards while fostering social and emotional skills—truly embodying their commitment as a ‘Heartsmart’ school. Strong relationships are vital for their success, and they pride themselves on the positive connections they build within they school community. The existing structure comprises all six cleaners working in the evening with cleaning completed 15.15pm - 18.30pm. The current service operates for 39 weeks of standard cleaning per annum, supplemented by 51 hours of periodic cleaning spread across the year. There is currently no daytime cleaning provision. Whilst the monthly contract payment will represent one-twelfth of the annual contract value, a monthly reconciliation process will be undertaken to verify actual hours worked against those budgeted within the contract. Where actual hours delivered are lower than those budgeted, the Supplier will be required to provide a credit to the school. This credit will be calculated by dividing the annual contract value by the annual contracted hours to establish a contractual hourly rate, which will then be multiplied by the shortfall in hours delivered. The school is seeking a suitably experienced Supplier with a proven track record of delivering cleaning services within the primary school sector. Preference will be given to Suppliers with a strong operational presence within the West Midlands, enabling the provision of responsive contract support, operational resilience and service flexibility throughout the contract term. The proposed procurement seeks to procure a single supplier to deliver an integrated rail security service across the NTL and TPE networks, combining Travel Safe Officer (TSO), Station Security and Counter Terrorism Patrol (CTP) services. The overarching objective is to enhance the safety and security of customers and colleagues, reduce crime and anti-social behaviour, support compliance with railway and government security requirements, and provide a visible, customer focused security presence across stations and onboard services. The successful supplier will deliver a comprehensive security solution across a portfolio of managed stations and operational locations, providing proactive patrols, incident response, enforcement of Railway Byelaws, safeguarding support, and intelligence led security activity. The service will include dedicated Travel Safe Officers undertaking both station and train patrols, alongside specialist Counter Terrorism Patrol resources focused on protective security measures, threat deterrence and compliance with rail security obligations. A key requirement of the contract will be the ability to provide a flexible and responsive service model that can adapt to changing operational priorities across both operators. The supplier will be expected to support emerging security concerns, targeted interventions, seasonal demand changes, major incidents, rail disruption, special events and ad hoc operational requirements. In addition to frontline delivery, the supplier will provide all associated management, supervision, training, vehicles, uniforms, equipment, body-worn video, reporting systems and operational support required to deliver the service. The supplier will work collaboratively with NTL, TPE, the British Transport Police and other stakeholders to develop deployment plans and ensure security activities remain aligned to evolving risks and business needs throughout the contract term. Performance will be managed through a suite of key performance indicators covering operational delivery, resource availability, patrol completion, incident management, compliance, customer service and reporting. A strong emphasis will be placed on partnership working, continuous improvement, data-driven decision making and the ability to proactively identify and respond to emerging risks and opportunities for service enhancement. The procurement aims to establish a security partnership that delivers a safe, secure and welcoming environment for customers and colleagues while supporting the wider safety, security and customer experience objectives of both NTL and TPE.

  • NHS Wales Shared Services Partnership (NWSSP) All-Wales Laundry Service (AWLS), is seeking to appoint a suitably qualified and experienced contractor to undertake the replacement of the Programmable Logic Controller (PLC) and associated software controlling the Continuous Batch Washer (CBW) at Llansamlet Laundry Production Unit, Swansea. The facility processes approximately 35,000 linen items per day, with the CBW playing a critical role in maintaining operational capacity and service continuity. The successful contractor will be required to undertake a full survey and mapping of existing panel I/O and wiring configurations, supply and install a replacement PLC, provide compatible software interfaces, and ensure continued operation of the existing machine and control programmes. The project must also include full integration with associated press PLCs and sorting systems, commissioning of the completed installation, and comprehensive training for on-site personnel. All works must be completed outside normal production hours to ensure no disruption to laundry operations. The Authority requires the complete delivery, installation, commissioning, training, and acceptance of the works by 28 February 2027, with all associated invoicing completed by 31 March 2027. Contractors must demonstrate relevant technical capability and experience in industrial automation, PLC systems, and operationally critical production environments.

  • International waste shipments relate to the import and export of waste across international boundaries. These movements of waste are subject to the controls outlined in the retained EU Waste Shipments Regulations, which aim to ensure a high level of protection for human health and the environment. The regulations also aim to prevent the unauthorised disposal/recovery of hazardous waste shipments in countries where they are not able to handle the waste in an environmentally sound manner, without hindering the legitimate trade in waste. International waste shipments from England can be subject to notification controls, which applies to all imports and exports of: • Hazardous waste moving for recovery • Any type of waste moving for disposal • Some imports and exports of non-hazardous wastes for recovery Where these controls apply, organisations need a uniquely numbered notification and movement form issued by the Environment Agency (EA) before movement of the waste. Organisations could also be subject to ‘green list controls’. These are the lowest level of control and only ever apply to some imports or exports of non-hazardous waste for recovery. Where these controls apply, organisations do not require EA permission before moving the waste, but they do have to comply with Waste Shipment Regulation, Article 18 controls. Under the regulations the EA and other public named bodies carry out regulatory duties to meet their statutory obligations. This includes ensuring that waste, which has been illegally exported or shipments which cannot be completed, can be repatriated back to the UK, preferably within the statutory 30-day timescale. Historically, the 30-day statutory requirement has never been enforced, with the EA and overseas authorities liaising to ensure the waste is repatriated as soon as practicable. Occasionally the EA have to manage repatriations and bear the cost, hence the need for a framework

  • The Nuclear Safeguards Programme (NSP) provides international nuclear safeguards technical support to the International Atomic Energy Agency (IAEA) and the Department for Energy Security and Net Zero (DESNZ). Nuclear safeguards are technical measures to verify that States comply with their international obligations not to misuse nuclear materials for the manufacture of nuclear explosives.  They are an essential part of the nuclear non-proliferation regime and underpin the international system of assurance which enables trade in civil nuclear material, equipment and technology between states – as such they have a key enabling role in the UK’s own plans for civil nuclear energy as part of the low carbon energy mix.    The NSP is part of the UK contribution to the maintenance of the international safeguards regime with main aims as follows:    - to assist the IAEA in ensuring the continued and improved effectiveness of its safeguards system and to influence the formulation of technical safeguards policy in the IAEA;   - to assist the United Kingdom in meeting international obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (‘the NPT’) in as cost-effective a manner as possible;  - to provide direct safeguards and technical support to DESNZ and the wider UK Government to assist in the formulation of domestic policy on safeguards and non-proliferation issues Market engagement A structured programme of market engagement was undertaken to inform the procurement strategy and ensure alignment with supplier capability and market conditions. The Service Provider must have experience in dealing with vulnerable adults, families and young people with multi disadvantage and complex needs. They must have experience, competence and abilities to manage situations that may be sensitive and challenging. The Service Provider must provide officers that are able to respond to the needs of the services below and have the skills to communicate effectively, defuse situations and manage emergency situations swiftly and confidently. The Service Provider must be able to provide additional onsite support to officers within the appropriate timescales. Officers may be required to carry out welfare checks on individuals that require additional support/oversight. Officers may also be required to address issues with individuals that are challenging. William Lyons House is supported accommodation for 14 young people, there are 10 self-contained flats and 4 bedsit flats with a communal kitchen. There are also communal areas which can be accessed by the young people when BCH staff are on site. The building is a 2 story block with a rear car park and door entry system. The role of the customer care service is to maintain the security of the building, manage the front door, not allowing visitors within the agreed time periods, carry out building safety checks, monitor the CCTV, respond to any emergency situations and record building information within the appropriate record books. The Customer Care Officer will also be required to liaise with the young people, defuse any challenging situations and deal with the young people in a friendly and effective manner, again recording information within the required record books/incident reports. The Emergency Housing provision provides emergency accommodation for homeless families, couples and singles, with multi disadvantages and complex needs. Two buildings provide individual sleeping/living quarters with shared bathrooms, kitchens and communal corridors and one building provides fully self-contained accommodation. The buildings are 2 and 3 story blocks with a communal front door entry system. During the evenings, entry into Gorton St will be managed by the customer care service. The Customer Care Officer will carry out building safety checks, welfare checks, carry out any out of hours booking in of new residents, review CCTV, responding to any breach of rules as required within agreed procedures, deal with emergency situations including responding to fire alarm activations, responding to safeguarding concerns and record all information within the required record books. Security will also be required to carry out emergency admissions as set within the agreed admission procedures. Within our family emergency provision one customer care officer will be required to be based in one of the family provisions, Central or Clare St, they will be expected to visit the other family provision during each shift. The Customer Care Officer will carry out building safety checks, welfare checks, carry out any out of hours booking in of new residents, review CCTV, responding to any breach of rules as required within agreed procedures, deal with emergency situations including responding to fire alarm activations, responding to safeguarding concerns and record all information within the required record books. The Contract may also include tree maintenance services, tree and stump removal works, and repairs to existing damaged grass areas. The Contract, as tendered, only includes properties and landscaped areas throughout Linwood, Johnstone and Paisley. However, Linstone Housing also provide services to their customers in Bridge of Weir, Renfrew, Elderslie and Kilbarchan, and additional properties or landscaped areas throughout Renfrewshire may be introduced by Linstone Housing during the Contract. Shrubs bed maintenance will mainly be undertaken by the Estates Management Team of Linstone Housing rather than the Contractor. However, the Contractor will be required to undertake shrub bed maintenance to the following estates/MAP’s, the areas of which have been incorporated within the tender pricing document; 1. M02 Rev B Dykebar – areas S11 and S12 to be maintained by the Contractor. Bidders are advised that areas S11 and S12 are actually hedging and have been incorrectly recorded as shrub bed areas on MAP M02 2. M10 Rev B Sandyflats – areas S1 and S2 to be maintained by the Contractor; 3. M19 Rev B Town Centre – all shrub beds to be maintained by the Contractor; and 4.   • The FlexFlats project aims to understand how local authorities can provide an efficient and effective flexibles collection service to residents who live in purpose-built flats and share bins (communal bins). The pilots will be carried out in partnership with three London local authorities with five pilot sites (blocks) in each. The local authorities are: •London borough of Bexley (twin-stream dry recycling service) •London borough of Lewisham (comingled dry recycling service) •Royal Borough of Kensington and Chelsea (commingled dry recycling service) The pilot will trial a range of methods for flexibles plastics collection in 15 blocks of flats across the three boroughs. Each block will have a minimum of 25 households and will have a residual waste and dry recycling collection service already in place. A range of in-home solutions will be piloted. Flexibles sorted in the home will then be collected externally in either the usual dry recycling bin or a separate flexibles bin in the communal bin area - it is anticipated that separate flexibles bins will be no larger than 240l. Blocks will have a weekly collection frequency of residual waste and dry recycling, as a minimum. The pilots are scheduled to go live in late September 2026, with baseline monitoring taking place prior (including WCA). Pilots will run for 3.5 months, running until mid-January 2027, with post-monitoring taking place upon project close. 3. The brief The following project deliverables will be undertaken by the succesful bidder: • Two phase waste composition analysis to be undertaken for waste and recycling from all properties at up to 15 pilot sites situated across 15 housing estates/blocks within three London boroughs (five within each borough), using one or more sort sites provided by the local authorities. Phase 1: Pre-pilot WCA - to be undertaken between 7th - 26th September 2026 before interventions are introduced Phase 2: Post-pilot WCA - to be undertaken late January/early February 2027 to assess impact of interventions • Sorting to meet the data classification provided; • Confirmation of all appropriate permits to sort waste and (if required) transport waste; • Provision of a risk assessment in advance of any collection and sorting; • Attendance at an inception meeting via Teams and attendance at regular contract meetings during peak delivery periods (30 minutes/fortnightly or as required) and any other communications as required leading up to and required between project phases; • Delivery of the project outputs as set out in section 5; • Presentation of the results of the project (online via teams) • Final close down meeting (1 hour duration online), anticipated to be held February / March 2027. 4. Scope of work 4.1. Sorting and categorisation requirements Separately recorded sort data will be required for each block/bin store, for each phase of the WCA. This will be comprised of up to 15 blocks in total (across three local authority areas), with approximately 500-700 properties' waste across these, per phase. Residual, dry recycling and separate flexibles (where applicable) will require sorting into the high level categories set out below. For flexibles in all waste streams, in addition to target/non-target classification, a more detailed compositional classification is required. This may be amended/condensed during discussions with the appointed bidder but as an indication this may include the detail in the table below. Advice on suitable classifications with rationale for these is welcomed as part of the tender process. Waste collection and sort site Collection and sort site arrangements are yet to be confirmed. One or more sort sites will be provided, within the partner boroughs, but exact location(s) is yet to be confirmed. The site(s) will have the required waste management licences and ability to appropriately dispose of the waste upon completion of the analysis. If there is a preference for single or multiple sort sites please indicate this in your bid. Material collection may be undertaken by the partner local authority, with material delivery to the selected sort site, or this may be a requirement of the successful bidder. ReLondon will work with partner boroughs to determine if waste can be collected and delivered to the sort site by their waste crews/contractors. Bidders should provide an itemised cost line within the tender response for the collection of the waste from blocks in case this cannot be arranged. If samples are to be collected by the successful bidder, the following information will be provided: • Pilot location addresses; • Collection day and collection time for dry recycling and residual waste and, for phase 2, the relevant collection day and time of any separate flexbles containers; • Location of the waste presentation points (via a PDF map) and the number of bins of each waste stream at each point; • Number of properties at each location; • Keys and access codes where relevant. 5. Deliverables Please provide a proposal demonstrating how you will deliver the project requirements and outputs. Please include any anticipated challenges you foresee and any potential solutions to these challenges. Your response should be no more than 8 sides of A4 and should include: • Your suggested methodology for the waste composition analysis; • Your suggested approach to providing separate analyses for each block; • Your approach to determining the capture rate of flexibles separated by householders and placed for recycling in the flexibles containers; • The site requirements needed to sort and dispose of the waste (e.g., site sorting size, on-site and overnight parking, and other facilities and equipment); • A project timeline showing your proposed timescales, meeting the requirements set out; • The team being put forward for the project, detailing their relevant experience (this can be in an appendix, not included within the 8 page limit); • Relevant case studies showing previous relevant experience, including specifically of detailed plastic sub-sorting of this nature (this can be in an appendix, not included within the 8 page limit); • Your organisation's approach to equity, diversity and inclusion and how you will apply it in the delivery of this contract. • Your organisational approach and ambition in relation to sustainability. • A cost breakdown (including VAT.) 5.1. Project outputs The following project outputs are required: • Full raw data set for phase 1 and 2 (provided in Excel format); • Summarised data including the calculations for each block/bin area for each phase (provided in Excel format); • Summary slide deck (in PowerPoint format), presented to the Project Board (representatives from ReLondon and DEFRA) upon completion of phase 1 analysis (1 hour Teams meeting, date anticipated to be October 2026). To include: o WCA methodology and narrative on robustness of results; o Results including graphs detailing the total quantity and type of flexibles and flexibles within the residual waste and dry recycling streams, analysed by block and grouped by intervention type; o One round of amends. • Final summary report (in Word format) and slide deck in Powerpoint presented to the Project Board upon completion of phase 2 analysis (1.5 hour Teams meeting, date anticipated to be February 2027), analysing the results from phase 1 and phase 2, . The indicative budget for this contract is £60,000 including VAT.

The Contract, as tendered, only includes properties and landscaped areas throughout Linwood, Johnstone and Paisley. However, Linstone Housing also provide services to their customers in Bridge of Weir, Renfrew, Elderslie and Kilbarchan, and additional properties or landscaped areas throughout Renfrewshire may be introduced by Linstone Housing during the Contract. Shrubs bed maintenance will mainly be undertaken by the Estates Management Team of Linstone Housing rather than the Contractor. However, the Contractor will be required to undertake shrub bed maintenance to the following estates/MAP’s, the areas of which have been incorporated within the tender pricing document; 1. M02 Rev B Dykebar – areas S11 and S12 to be maintained by the Contractor. Bidders are advised that areas S11 and S12 are actually hedging and have been incorrectly recorded as shrub bed areas on MAP M02 2. M10 Rev B Sandyflats – areas S1 and S2 to be maintained by the Contractor; 3. M19 Rev B Town Centre – all shrub beds to be maintained by the Contractor; and 4.
