Supplier to clean all four elevations of the Leigh Turnpike/Library building. This work is needed at short notice so that it can be completed before the official opening of Leigh Civic Square. The cleaning works will include: - Cleaning the exposed concrete surfaces of the building - Using the DOFF Integra steam cleaning system, which uses superheated water at low pressure. - Removing dirt, algae and other biological growth, pollution staining, and surface contaminants. - Carrying out the cleaning in a way that avoids damaging the concrete surface of the building.

It includes waste that has been deposited to the rear of the site on Diggle Flash (A nature reserve that is part of Bickershaw Country Park). The quantity of waste Wigan Council expects to be removed is estimated to be in the region of 18,000 tonnes. This is estimated following a LiDAR survey which calculated the volume of waste as 23,086 metres cubed. Wigan Council is conducting this procurement on an accelerated timetable due to an urgent requirement brought about by circumstances both unforeseeable and unattributable to Wigan Council. The urgent need is to clear an illegal waste site that presents an unacceptable risk to public health, environmental harm and outbreak of fire. Please note that the site has previously caught fire thus there remains a serious fire risk. The procurement timeline is reduced to c.15 days thus still allowing for sufficient competition.

Wigan Council wishes to engage a Contractor to undertake roof coating and associated repair work to 6 high rise blocks (10 - 12 storey) in Scholes Village, situated close to Wigan Town Centre. The Contractor will be responsible for securing the services of other parties as deemed necessary to complete the works including any roofing specialist competent of undertaking such works, waste removal, welfare facilities etc.

The breakdown of Lots for this urgent requirement isn't feasible for this requirement. In accordance with the principles of the Procurement Act 2023, Wigan Council considered whether the contract could be divided into lots. Following assessment, it was concluded that a single lot approach is appropriate due to the integrated nature of the urgent requirement and the need for consistent delivery, contract oversight along with supplier accountability. New Contract Award Notice completed (Please ignore previous Contract Award Notice [Notice identifier: 2026/S 000-088825]). This is due to the incorrect column being included within the bidders' Assessment Summaries referencing the percentage weightings for each quality question. The error has been rectified hence, this new Contract Award Notice. In line with the principle of transparency, Wigan Council shall restart the standstill period.
