  • West London Waste Authority is seeking interested suppliers for early market engagement for Communal Recycling Innovation. Communal Recycling Innovation Challenge 2026 Can your organisation help transform recycling in communal housing? West London Waste Authority (WLWA), working in partnership with its six constituent boroughs (Brent, Harrow, Hillingdon, Hounslow, Ealing and Richmond), is seeking innovative solutions to improve the capture and segregation of recycling and food waste in communal properties. Recycling performance in communal properties consistently lags behind kerbside collections. Improving participation, reducing contamination and increasing food waste capture remains one of the sector's greatest challenges. We recognise that there is no single solution to this challenge. We are therefore inviting organisations from across the public and private sectors to bring forward fresh innovative ideas that could make a measurable difference. We welcome proposals from organisations including: • Waste and recycling companies • Technology and AI providers • Behavioural science and communications specialists • Housing and property technology providers • Universities and research organisations • Start-ups, SMEs and social enterprises The Challenge We are looking for innovative solutions that can help deliver one or more of the following outcomes: • Increase recycling capture from communal properties • Increase food waste participation • Reduce contamination of recycling • Improve resident engagement and behaviour change • Generate better operational insight through data and technology • Deliver scalable, cost-effective solutions that could be replicated across London and beyond. Solutions may involve technology, infrastructure, resident engagement, digital platforms, operational improvements, behavioural interventions or other innovative approaches. This initiative will be delivered in two stages. Stage 1 - Expression of Interest - closing date 22/09/26 Organisations are invited to submit a short overview of their proposed solution, including: • The challenge being addressed • A summary of the proposed innovation • Evidence of effectiveness (where available) • The potential benefits and scalability of the solution Stage 2 - Shortlisting and Innovation Pitch - Estimated 20/10/26 Shortlisted organisations will receive a detailed briefing pack, including background information, supporting evidence and project requirements. They will then be invited to submit a more detailed proposal and present their solution to a Communal Recycling Innovation Evaluation panel. This collaborative process is intended to identify the most promising ideas for potential pilot projects and future implementation across West London. Interested? Help us solve one of the UK's biggest recycling challenges If your organisation has an innovative solution that could improve recycling performance in communal housing, we would like to hear from you. • Introduction West London Waste Authority (WLWA) is a statutory Waste Disposal Authority (WDA) established in 1986. WLWA is responsible for disposing of waste collected by the London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames. The Authority serves a population of approximately 1.7 million residents across an area of 38,000 hectares. Waste Authorities have a vital role in enabling a circular economy and supporting residents to adopt more sustainable behaviours. As part of this commitment, WLWA has established a dedicated Circular Economy Team to drive innovative change across the waste sector. West London Waste Authority (WLWA) is entering into some early market engagement to determine interest in processing and recycling Wood waste from across the West London area. WLWA is responsible for processing the wood waste from across its six constituent boroughs - Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond. Approximately 16,000 tonnes of wood per year requires processing from the six west London HRRCs / CA sites. This material is predominantly Grade C waste and WLWA are interested in suppliers who can process/recycle this material - either delivered in or collected. If interested in this opportunity, suppliers are asked to express their interest via email to bethbaylay@westlondonwaste.gov.uk ***Please note, this is not a call for competition*** two.3) Estimated date of publication of contract notice

  • WLWA is tendering on behalf of the six London Boroughs (Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond) for a Rubble, Hardcore and Soil processing Contract, commencing on Saturday 12th September 2026. The Contract will be between WLWA and the successful bidder only, with WLWA acting for and on behalf of the Boroughs. The Contract Material will arise within the West London administrative area, predominantly from the six Household Reuse and Recycling Centres (HRRCs) as listed in Annex 2 - Specification. Each HRRC has a designated 20 cubic yard or 40 cubic yard container for residents and small traders to segregate and dispose of their Rubble, Hardcore and Soil material, with a number of sites covering the container to control potential contamination entering the waste stream. When these designated containers are full, five of the HRRCs contact the WLWA procured Roll On - Roll Off (RoRo) haulage contractor to collect the full container, and replace with an empty container. The full container will then be delivered to the Contractors Processing Facility for treatment and onward disposal. One of the HRRCs (Space Waye - London Borough of Hounslow) operates it's own RoRo vehicle, and as such, would deliver the Contract Material to the Processing Facility using their own haulage arrangements. The Contractor will be responsible for: • The acceptance and processing of Rubble, Hardcore and Soil material delivered to the Contractors Processing Facility; • Any onward treatment and transport of the processed Contract Material to the end markets/users; • Ensuring Zero Waste to Landfill for the Contract Material delivered to the Processing Facility Contract Material shall be Rubble, Hardcore and Soil materials arising within the West London Administrative Area, delivered to the Contractors Processing Facility. The current quantities of Contract Materials are stipulated in Annex 2 - Specification for each of the HRRCs where the material will predominantly arise, and will be approximately 5,300 tonnes per annum. two.2.5) Award criteria
