United Utilities require the standardisation of the final effluent monitoring stations as part of UU's Project Blueprint programme. Project Blueprint is UU's strategic standardisation programme, focused on creating and deploying standardised assets, systems and solutions across the business. By adopting an industrialised approach to the design, procurement and delivery of assets, Blueprint aims to reduce engineering and commercial effort, improve delivery efficiency, lower whole-life costs and carbon emissions, and enhance operational consistency. All wastewater treatment works require final effluent monitoring. As part of AMP8 we have a large number of sites picking up numeric and phosphorous consents for the first time. Due to these 'first time' and additional consent projects are also coupled with a need to replace/update existing sites monitoring equipment sample systems are required for wastewater. Scope; To provide packaged final effluent monitoring stations using UU Framework Instruments. Instruments/displays are required to be mounted within a GRP kiosk on a suitable backboard arrangement. Variants include but are not limited to; To cover 'standard' sanitary determinants using turbidity (BOD, COD, Suspended Solids) To cover Ammonia & pH To cover p-removal - phosphorous (P and Fe), with space to add pH as an option

United Utilities are seeking to implement a DPS for liming treatment of Wastewater sludge’s both on and off company site. Liming may be utilised as an alternative treatment of sludge to manage capacity shortfalls and increased production demand during planned/unplanned shutdowns. The Company has an estimated 30,000 – 50,000 wet tonnes of raw sludge per year that requires alternate treatment and / or disposal. Each mini competition within the DPS will be specific each site’s specific needs, however it is anticipated that requirements shall include but not limited too: liming plant equipment, lime, permits (subject to site and lot) and resource to deliver the limed sludge treatment services. The purpose of this framework is to appoint one or more end-to-end delivery partners to support the continued installation of battery powered level monitoring through AMP8. This regional programme will deliver approximately 15,000 monitors across the wastewater network, implemented through a phased rollout over the 3 years. An initial limited volume trial may be undertaken to validate the delivery approach and ensure all key performance measures are achieved prior to full deployment. United Utilities (UU) requires a supplier capable of delivering a robust, interoperable monitoring solution that fully integrates with existing telemetry systems, data platforms, and operational processes, providing accurate and near real time monitoring data to support operational decision making. For the purposes of this tender, the requirement is structured into the following delivery elements: • Survey • Hardware procurement • Installation • Data transfer • Fleet performance reporting and incident management • Maintenance The contract shall encompass all goods and services required to deliver these elements, including but not limited to: Supply of all hardware, including instruments, batteries, modems, bracketry, fixings, antennae and SIM cards. Certified to IP68, providing full protection against water ingress and enabling reliable operation in submerged or high moisture conditions. Certified for ATEX/IECEx Zone 0, ensuring safe operation in environments with continuous explosive atmospheres. Installation services, including all associated works such as planning, scheduling, asset surveys, installation activities, metadata capture and provision. Data acquisition and transfer, ensuring reliable transmission of monitoring data to United Utilities’ systems. Maintenance and calibration proactive and reactive maintenance activities to sustain hardware performance throughout the contract period, in line with service level requirements. Fleet performance reporting, providing live access to the supplier’s internal data ingestion platform, alongside routine reporting of fleet performance. Any additional goods and services required to ensure continuous, accurate and reliable operation of the monitoring fleet. These goods and services will be delivered by the lead programme delivery partner(s) and any approved subcontractors. The Supplier will be responsible for delivering a complete, scalable solution that enhances UU’s operational capability, supports statutory obligations, and enables effective, data led management of the wastewater network.

We are seeking input from capable suppliers to assess market interest, capability, and capacity to deliver solutions aligned with regulatory, operational, and security requirements within critical national infrastructure (CNI). This notice is not a call for competition at this stage, but an opportunity for suppliers to express interest and provide high-level information on their capabilities. 1.
