  • Elmbridge Borough Council, Mole Valley District Council, Surrey Heath Borough Council, and Woking Borough Council are conducting a Competitive Flexible Procedure for their Joint Waste Collection and Street Cleaning Services Contract. Background Information Joint Waste Solutions (JWS) is a shared service established in 2017 to manage and deliver frontline waste collection, recycling, and street cleansing services on behalf of four local authorities in Surrey: Elmbridge Borough Council, Mole Valley District Council, Surrey Heath Borough Council, and Woking Borough Council. The four authorities have conducted a competitive flexible tender process to find a new supplier for household waste collection, re-cycling and street cleansing services across these areas. The winning supplier will be expected to collaborate closely with JWS, attend regular review meetings, and work constructively with wider partners including Surrey County Council and SEP, to deliver effective waste collection and street cleaning services. JWS is committed to a future that prioritises sustainability, efficiency, and public trust. The new contract must deliver against pressing environmental targets, including carbon reduction, waste prevention, and improved recycling outcomes. It must also deliver robust operational reliability, high levels of customer satisfaction, and measurable social value - including local employment opportunities, inclusive workforce development, and contributions to community wellbeing. This procurement is an opportunity to build a long-term partnership with a service provider that shares JWS's vision, embraces innovation, and is ready to play a key role in delivering cleaner, greener, and more resilient public services across Surrey. After Local Government Reorganisation in Surrey takes place in April 2027 the service area for the purposes of this contract will not change. The contract value provided is an estimate for the full 21 year term, excluding any indexation adjustments.

  • Surrey County Council (SCC, the Council) is required under the Police and Criminal Evidence Act (PACE) 1984 and the Crime and Disorder Act 1998 to provide a statutory service of an Appropriate Adult. The presence of an Appropriate Adult provides one of the essential checks and balances within the criminal justice process and ensures that the rights of children, young people and vulnerable adults are protected. To meet this statutory service, SCC is planning to commission a high-quality Appropriate Adult Service which safeguards the interests, rights, entitlements and welfare of children, young people and vulnerable adults in Surrey who are suspected of a criminal offence, by ensuring that they are treated in a fair and just manner and are able to participate effectively where parents/carers, or the person with parental responsibility, are unable or unwilling to attend. To understand the current market and supplier landscape (before launching any formal tender opportunity), Surrey County Council is issuing a Request For Information (RFI). The RFI will help us to gather detailed insights from potential suppliers regarding their capabilities, capacity and interest in meeting the requirements for Surrey Appropriate Adult Volunteering Service (SAAVS).
