  • North London Waste Authority (NLWA) owns a diverse portfolio of land, properties and facilities across north London. For a number of these sites, NLWA requires assistance in developing and implementing planning applications as well as expert advisory services for the purchase and sale of assets. Securing the necessary planning or regulatory permissions is crucial for optimising the use and value of these assets. The successful supplier will be expected to deliver end-to-end support for planning application management, including the preparation, submission and continual refinement of planning and regulatory proposals. This process must be underpinned by a robust understanding of local planning policies, regulatory frameworks and sustainability requirements. Proposals should detail how an integrated, interdisciplinary approach-drawing on expertise in architecture, engineering, urban planning and sustainability-will be used to navigate complex regulatory landscapes and secure favourable outcomes. In addition, the supplier will provide strategic advisory services for property transactions, ensuring that decisions related to the purchase, sale, or repurposing of land, property and facilities are informed by comprehensive market analysis and digital, data- driven insights. The approach should offer a forward-thinking, holistic framework that not only addresses immediate regulatory challenges, but also enhances long-term asset value and operational efficiency. For more information about the procurement and the specialist skills required, please refer to the associated tender documents. In particular, prospective bidders must ensure that they have read and fully understood the "Specialist Skills Required" in Schedule 2 of the Invitation to Tender before submitting a proposal. This specifies the mandatory competencies, sectoral expertise and methodological proficiencies against which all bids will be assessed. Failure to address each criterion set out in this section in its entirety will render a submission non-compliant and ineligible for further consideration. Bidders are strongly advised to familiarise themselves thoroughly with these requirements and to structure their responses so as to demonstrate clear alignment with every aspect of the Authority's evaluation framework. Additional information: The completed and signed Tender should be submitted on or before the Tender deadline via the following portal, In-Tend (www.in-tendhost.co.uk/nlwa/). Variant bids are not permitted and, if submitted, NLWA reserves the right to reject any such bid. For more information about submitting the Tender, please refer to the associated tender documents including but not limited to the Invitation to Tender.

  • North London Waste Authority (NLWA) will be in possession of advanced sophisticated industrial process plant machinery. As an example, NLWA's Energy Recovery Facility (ERF) comprises a diverse range of sophisticated industrial assets. These include high-efficiency steam turbines, deodorisation systems, chemical dosing equipment, and pumping systems. In addition, the facility incorporates auxiliary systems such as supporting pumping systems, control and instrumentation, standard storage vessels, effluent treatment processes, and emergency relief valve systems. Detailed process datasheets will be provided to offer vendors a comprehensive understanding of the complex industrial plant machinery involved. NLWA is seeking submissions from vendors capable of delivering integrated, multidisciplinary technical equipment valuations. NLWA seek experienced vendors who can conduct and merge rigorous engineering analysis, financial robustness and Environmental, Social and Governance (ESG)-driven methodologies. The ideal tender will demonstrate an in-depth understanding of the technical, regulatory, financial, and strategic complexities associated with our sophisticated industrial plant assets, thereby supporting informed asset management and procurement decisions. • North London Waste Authority (NLWA) owns an extensive portfolio of land, properties and facilities across north London. For each site within this portfolio, NLWA requires conventional financial valuations to support and underpin its annual financial audits. The valuations must be prepared using rigorous methodologies that reflect current market conditions and adhere to the high standards practised by leading valuation firms. The successful bidder will be expected to adopt a robust approach that includes comprehensive site inspections, detailed local market research, and thorough comparative analyses. Each valuation should yield audit-ready reports that clearly outline the methodology, key assumptions, market data, and final valuation figures. Additionally, the bidder should demonstrate extensive expertise across a range of property sectors-covering commercial, residential, and rural assets-to ensure that the unique characteristics of each asset within the north London area are fully taken into account. Advanced digital and data-driven techniques should be incorporated to deliver precise, real-time valuations that stand up to the stringent requirements of the annual audit cycle.
