Buckinghamshire Council (the ‘Contracting Authority’ in this tender notice) intends to procure a single provider to deliver integrated Waste Collection and Street Cleansing Services across the administrative area of Buckinghamshire, to include waste transfer station services, materials management services and workshop services. These services are critical to the day-to-day operation of the county and support residents, businesses, visitors, and local communities. The service operates at significant scale, with approximately 627,000 waste collections undertaken each week, serving around 245,200 properties across Buckinghamshire. The Contracting Authority is seeking a suitably experienced and capable provider that can deliver safe, resilient, efficient, and high-quality services throughout the contract term while supporting the Contracting Authority’s objectives in relation to environmental performance, customer satisfaction, operational effectiveness, and value for money. The Contract shall include the following Services: • Household Waste Collections (residual, dry recyclables, garden waste, food waste) • Clinical Waste and Sharps Collections • Household Bulky Waste Collections • Commercial Waste Collections • Street Cleansing Services • Waste Transfer Station Services • Workshop Services, and • Materials Management Services The Contract includes a Service Change Option (exercisable at the Contracting Authority’s discretion), to enable a harmonised twin-stream recycling collection model for all residents. The Contractor will be required to procure new vehicles suitable to deliver the Services on behalf of the Contracting Authority. The Contracting Authority intends to provide capital funding for the purchase of new vehicles in line with the processes set out in the Contract and associated Schedules provided in the associated tender documents. The Contracting Authority will provide the Contractor with sites to deliver the Services, in accordance with the terms of the draft Leases provided in the associated tender documents. There will be an option for the Council to extend for a period, or series of periods, up to a maximum of 48 (forty-eight) additional months, making a potential total contract length of 9 years. The total contract spend for the full 9 years is estimated at £25,232,451. This is only an estimate, and the actual spend maybe higher or lower than this figure. The Council is of the opinion that TUPE will apply. The contract will not be divided into Lots. The reason for not having Lots is that we have previously considered fractionalizing the tender into lots, however had moved away from this direction. The reason for this is that we have a business need for a single contract, with one main contact and oversight presiding over the whole, which would reduce our management time and pick up economies of scale throughout the supply chain. We have previously found that one point of contact overall with several area managers gives us a suitable and timely service response, with resilience provided through the area managers.

Neighbourhood Services currently have 3 contracts in place with external advisors to provide expertise and additional support to key projects. These contracts are due to expire 31st March 2027, Buckinghamshire Council is undertaking procurement for new contracts to replace the current arrangements upon expiry, to ensure the continuation of the required support. The 3 current contracts, awarded in April 2023 via the Eastern Shires Purchasing Organisation (ESPO) Framework, are for Engineering, Technical, and Financial support and they have assisted on a number of key projects including, but not limited to; • Energy from Waste (EFW) Litigation • Development of the High Heavens Waste Complex (HHWC) • New Buckingham Household Recycling Centre (HRC) • Persistent Organic Pollutant’s (POPs) Construction Project • Options appraisal for alternative fuel waste vehicles • Waste Collection Methodology Options Appraisal and Harmonisation • HRC Drainage Compliance Without the expertise and additional resources provided by working with specialist consultants, the Council would find it extremely difficult to deliver these projects to the same standard, timeframe and cost. Particular areas or expertise that the current arrangements provide include construction, site design, planning application support, ecological surveys, legislative and regulatory positions, market analysis, best practice, financial modelling, and contract documentation drafting.

Information about Lots This contract is divided into Lots: Yes Overall Procurement Approach The Authority intends to adopt a lotting approach comprising: • one integrated Lot providing a complete service solution; and • three disaggregated Lots covering distinct service elements The Authority will assess two delivery scenarios: • Scenario A: Integrated delivery model (Lot 1) • Scenario B: Disaggregated delivery model (Lots 2–4 combined) The Authority will determine the Most Advantageous Tender (MAT) based on the overall performance of each delivery scenario as a complete service solution. The Authority reserves the right to award either Scenario A or Scenario B, based on which option represents the Most Advantageous Tender in accordance with the Award Criteria. Lot Descriptions Lot 1 – Integrated Waste Management Service Lot No: 1 Title: Integrated Waste Management Service Provision of a fully integrated service for the whole of Buckinghamshire, including: • food waste • kerbside and HRC green waste • wood waste • bulky waste (including shredding of POPs and non-POPs, on- and off-site) Services include: • transfer and haulage • treatment and disposal • management and operation of facilities, including the High Heavens Waste Complex The successful supplier will deliver all required services as a single, coordinated solution. Lot 2 – Green Waste (North) Lot No: 2 Title: Green Waste in the North of the County Provision of services including: • haulage of green waste • access to end-destination treatment or disposal facilities Arising from: • three HRCs in the northern area • kerbside collections and street scene services in the north of the county Lot 3 – Food Waste (North) Lot No: 3 Title: Food Waste in the North of the County Provision of: • direct delivery arrangements to end-destination treatment facilities Arising from: • kerbside collections and street scene services in the north of the county Lot 4 – High Heavens Waste Complex and Southern Waste Streams Lot No: 4 Title: High Heavens Waste Complex and South Waste Streams Provision of services including: • management and operation of the High Heavens Waste Complex • haulage and logistics Treatment and management of: • bulky waste (including shredding of POPs and non-POPs on- and off-site) • wood waste • south area green waste (from seven HRCs and kerbside collections) • south area food waste Consortium and Delivery Arrangements The Authority will permit consortium bids and sub-contracting (including sub-prime) arrangements, including bids from two or more economic operators collaborating to deliver: • the integrated service under Lot 1; or • the combined requirements of Lots 2–4 Consortium or sub-contracting bidders will be required to: • clearly define roles and responsibilities • demonstrate how services will be delivered as a coherent and integrated system • set out contractual and governance arrangements governing delivery and risk allocation Award Criteria Award criteria will be based on the Most Advantageous Tender (MAT), assessed by reference to quality and price. The evaluation methodology will apply a consistent quality and price weighting across all Lots, with full details set out in the Invitation to Tender (ITT). Evaluation Approach The Authority intends to evaluate tenders on the basis of two defined delivery scenarios: • Scenario A: A single supplier delivering all services under Lot 1 • Scenario B: One or more suppliers delivering services under Lots 2, 3 and 4 collectively For the purposes of evaluation: • Lots 2, 3 and 4 will be combined into a single aggregated score representing the disaggregated delivery model as a complete solution • Lots 2, 3 and 4 will not be awarded independently and will only be considered where they collectively form a complete and deliverable service solution Scenario B will only be considered where: • all Lots (2, 3 and 4) are covered by compliant tenders • the combined solution represents a complete and deliverable service • the solution demonstrates value for money Where these conditions are not met, the Authority reserves the right not to proceed with Scenario B. The Authority further reserves the right: • not to award Lots 2–4 where a viable combined solution is not achieved • to determine that Scenario B does not represent value for money • to award Lot 1 where it represents the Most Advantageous Tender Third-Party Access to Facilities The Authority anticipates that certain waste management facilities procured under this contract may be made available to third-party local authorities. Confirmed authorities include Hertfordshire City Council, Central Bedfordshire, Milton Keynes City Council and Oxfordshire County Council. The Authority is also in discussions with North Hants Council and Bedford Borough Council, with potential inclusion subject to confirmation.
