The Deprivation of Liberty Safeguards (DoLS) scheme provides the lawful basis for depriving a person of their liberty when they reside in a care home or hospital when they lack mental capacity to make decisions regarding their residence and care.

DoLS apply to people aged 18 or over in England and Wales who have a 'cognitive impairment' and lack the mental capacity to consent to care, treatment or accommodation in a hospital or care home where this is necessary to prevent them from harm and is in their best interests.

Liverpool City Council is seeking to appoint a suitably qualified Provider to undertake and complete assessments requested by the DoLS Team. The type of assessment will be determined by the DoLS Team. Liverpool City Council will be accepting bids from suitable organisations through a Request for Quotation (RFQ) competition.

This will be a below threshold (RFQ) exercise under PA23. The Contract Agreement term is 12 months with an option to extend for 6 months (which shall be at the Authority's sole discretion) or a maximum of £90,000 spend, whichever comes first.
