Professional Services Consultant - Heating Infrastructure, BMS & Metering Remediation

Project Overview The BD Group, on behalf of the London Borough of Barking & Dagenham (LBBD), is launching a Heating Infrastructure & Metering Remediation Programme. The project aims to resolve widespread failures in heat metering, data transfer, and Building Management Systems (BMS) across its residential housing stock.

We are seeking expressions of interest from qualified Professional Services Consultants to act as our Subject Matter Expert (SME) and develop a comprehensive Invitation to Tender (ITT) suite for a specialist contractor. Estimated value of works - £650, 000.00 Estimated duration of project – 12 weeks, excluding any long-lead items.

Core Focus Areas & Site Scope The appointed consultant will develop the ITT suite across several residential sites (including Belben Court, Edge Court, Birdbrook Close, Baynes Crescent, Dunchurch House, Hunsdon Close, and Grays Court Hostel), focusing heavily on: •Controls Optimisation: Upgrading and reprogramming legacy controllers (Siemens, TREND, PRIVA) to enable weather compensation and prevent 24/7 continuous running. •Pipework & Insulation Remediation: Specifying necessary alterations for new valves/meters and replacing water-damaged insulation. •Heat Metering & Data Networks: Replacing broken meters with hard-wired, powered meters using a wireless mesh network. •Central Monitoring Design: Planning for a portfolio-wide central alarm/BMS output monitoring station. •Handover Documentation & Resident Packs: Defining strict standards for O&M manuals, building logbooks, in-home displays, and usage-based billing welcome packs.

Required Consultant Duties The consultant will be responsible for full lifecycle delivery across four distinct project stages: 1.Stage 1: Pre-Tender & ITT Development (controls strategy, network data design, technical specs). 2.Stage 2: Tender Support (evaluating contractor bids based on quality and sustainability). 3.Stage 3: Contract Administration & Key-Stage Site Inspections (installation quality assurance). 4.Stage 4: Commissioning, Handover & Documentation Review (approving final O&Ms and resident packs).

Additional Professional Frameworks Beyond the core technical stages, the appointed consultant must also fulfill these additional scopes when requested: 1.Quantity Surveyor (QS) duties for cost controls. 2.Principal Designer (CDM) duties for health & safety. 3.Principal Designer (BR) duties for building compliance.
