Tender brief

Westminster City Council (WCC) is looking to procure services for two Waste Treatment contracts – The Treatment of Dry Recycling (Lot 1) and the Treatment of Organic Waste (Lot 2). The contracts are due to start in April 2027, for a period of 3 years (with the option to extend for an additional 2-year period at the Council’s discretion). The intended route to market is open tender, and the procurement is intended to comprise of two lots.

Lot 1 – Treatment of Dry Recycling – contract details provided at this stage are based on an estimated maximum tonnage of 55kt/annum. 3 year initial term £19.2m exc. VAT / £23.04m inc. VAT 2 year optional extension £12.8 exc.

VAT / £15.36m inc. VAT TOTAL based on estimated maximum tonnages £32m exc. VAT / £38.4m inc.

VAT Lot 2 – Treatment of Organic Waste – contract details provided at this stage are based on an estimated maximum tonnage of 15kt/annum. 3 year initial term £1.48 exc. VAT / £1.78 inc. VAT 2 year optional extension £984,000 exc.

VAT / £1.18m inc. VAT TOTAL based on estimated maximum tonnages £2.46m exc. VAT / £2.96m inc.
