The modification extends the scope of service delivery but does not alter the overall nature of the contract. No earlier modifications to this contract have been made. Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: The modification was necessary due to the emergence of a new client requiring services that were not known at the time of award.

This additional demand could not have been foreseen by the contracting authority and is essential to ensure continuity of service. The change does not alter the overall nature of the contract and is within the permitted value threshold under Regulation 72(1)(c).
